The National Social Security Institute provides monthly information on the cash execution of the budgets of the social security funds administered by the Institute by virtue of a legal delegation.

 Consolidated State Social Security Budget (SSSI

The total amount of reported revenues under the consolidated state social security budget as of July 2025 amounted to 8,540.7 million BGN, which represents 56.1% implementation of the plan for the year. Compared to the same period in 2024, revenues increased by 1,118.8 million BGN. The amount of expenses incurred as of July 2025 was 15,358.7 million BGN, which is 56.1% of the plan for the year. Compared to the same period last year, expenses increased by 1,603.1 million BGN.

In the structure of total expenses, the largest share is occupied by pension expenses, which amount to 13,613.2 million BGN, which is 56.5% of the plan for the year. Compared to the same period in 2024, pension expenses are 1,500.0 million BGN (12.4%) more. The number of pensioners for July 2025 is 2,057,397, which is an increase of 11,431 (0.6%) compared to the same month in 2024. The average monthly pension amount of a pensioner for July 2025 is 1,015.22 BGN. Compared to the same month in 2024, the average amount is higher by 81.28 BGN (8.7%).

The next most important and largest group of expenses in the consolidated budget of the State Educational Service are the expenses for the payment of cash benefits and allowances under the Social Security Code, which as of July 2025 amounted to 1,632.4 million BGN, which is 53.1% of the plan for the year. The reported expenses are 98.4 million BGN more than in the same period of 2024.

The total amount of reported transfers (net) under the consolidated budget of the State Educational Service as of July 2025 is 6,852.6 million BGN.

Teachers’ Pension Fund

The total amount of reported revenues under the budget of the Teachers’ Pension Fund as of July 2025 amounted to 84.6 million BGN, which represents 60.8% implementation of the plan for the year. Compared to the same period in 2024, revenues increased by 13.9 million BGN. Total expenditures under the budget of the Teachers’ Pension Fund as of July 2025 amounted to 66.9 million BGN, which is 53.6% of the plan for the year. The expenses incurred are 9.8 million BGN more compared to the same period in 2024.

Fund “Guaranteed Claims of Workers and Employees”

The total amount of revenues under the budget of the fund as of July 2025 amounted to 2,766.0 thousand BGN, which represents 86.4% implementation of the plan for the year. The income received is BGN 1,074.3 thousand more compared to the same period in 2024. The total reported expenses of the fund as of July 2025 are BGN 2,055.0 thousand, which is 42.5% of the plan for the year. The expenses incurred are BGN 1,470.4 thousand more compared to the same period in 2024.
